Rotating Mobile IPs and Fraud Scores: Why the Number Keeps Moving
You rotate your DoubleProx proxy, paste the new IP into a fraud-score checker, and the number jumps from the forties to the nineties. Rotate again and it drops back. It is easy to read that as a lottery of good and bad addresses, but it is not. Every address you receive is a carrier address shared with ordinary phone users, and the checker is scoring what those users did, not what you are about to do. This article explains why the number moves with every rotation, what the score is really measuring, which rotation habits help, and what to do when a platform itself pushes back.
What actually changes when you rotate
A rotation on a mobile proxy is not a switch to another address on a list we own. The modem behind your port ends its data session with the carrier and starts a new one. The carrier then hands the modem a public address from its pool for that area. That pool is run with Carrier Grade NAT, or CGNAT: one public IPv4 address is shared by hundreds or thousands of phones at the same time, because there are far more devices than there are addresses.
So after a rotation your device is still alone on its port and its SIM, but it now sits behind a different public address, next to a different crowd of subscribers. Nothing about your setup changed. The neighbours changed. That single fact explains most of what the checker shows you.
Why every new address gets its own score
Public fraud-score services build a score from what they have observed behind an address recently: how many different browsers and devices appeared, how varied the sessions looked, whether any abuse listings mention it, and what kind of network owns it. A CGNAT address always looks busy and inconsistent, because it genuinely carries hundreds of unrelated people. On top of that, many checkers apply a blanket weight to the entire mobile carrier range, since shared infrastructure looks risky in a statistical model.
The part that varies is the recent history of the specific address. One address may have hosted a burst of app traffic that a checker did not like. The next may have been quiet. When you rotate, you inherit the recent past of strangers, and the number reflects that past. It is a snapshot of the neighbourhood you just moved into, not a verdict on your device or your port.
That is also why rotating until the number looks good does not buy much. The lower score is just as borrowed as the higher one, and the same address will be handed to other subscribers after you leave it.
Read the detail fields, not the headline
The headline score is the least useful part of a checker result. Below it there are fields that actually tell you something about the address you were given. Look at the network type, the owning organisation, whether the address is flagged as a proxy or VPN, whether it appears on an abuse list, and where it geolocates.
On a healthy carrier address you should see a mobile or cellular network type, a US carrier as the owner, and a geolocation in or near the metro you chose. If those fields look right, a high headline number is the structural effect of CGNAT and you can move on to the test that matters.

When rotating helps
Rotation is a tool for distribution and for recovery, and it earns its keep in specific situations. If a target site has started serving a challenge page on your current address, a fresh address gives you a clean start on that site. If you are collecting public pages at volume, spreading requests across many addresses keeps any single one from carrying an unusual load.
It also helps when the address you landed on is genuinely unlucky: listed on an abuse database, or geolocated far from your city. Those are real defects of that particular address, and the next rotation almost always clears them.

When rotating does not help
If a platform rejects you on every address you try, the address is not the variable. Something constant is being seen: the browser fingerprint, the account history, the speed of your actions, or a session that jumps between addresses in the middle of a login. Rotating faster in that situation makes it worse, because the platform now sees one identity hopping across the carrier pool.
The clearest example is account work. Logins, carts and multi-step flows expect one address for the whole session. Use sticky mode for those, and rotate only when the session is truly finished. In our experience, the accounts that keep getting checkpointed are the ones being driven too hard, not the ones sitting on a high-scoring address.
What to do with your proxy
Test on the platform you actually plan to use, with the workflow you actually plan to run. Log in, browse, do a normal amount of activity, and watch for the real warning signs: a login checkpoint on the first attempt, a captcha on every Google search, a Cloudflare challenge on every site, or sessions that get invalidated minutes after they start. If none of that happens, the proxy is doing its job whatever a checker says.

Why does the fraud score drop after some rotations and rise after others?
Each address in the carrier pool has its own recent history of subscriber traffic. When you rotate you inherit that history, so the score reflects whoever used the address before you. It is not a measurement of your device or your port.
Should I keep rotating until I get a low score?
No. A low score is borrowed in the same way a high score is, and it will change again as other subscribers share the address. Spend that time testing on your target platform instead.
Does per-request rotation lower my risk on account platforms?
Usually the opposite. Platforms expect one address for the length of a login session. Use sticky mode for accounts and per-request rotation for stateless work such as collecting public pages.
The checker flags my IP as a proxy. Is my proxy exposed?
Most checkers raise that flag across whole mobile carrier ranges because so many devices share each address. Check the network type and owning carrier fields. If they show a US mobile carrier and your target platform behaves normally, there is nothing to fix.
