Does every rotated address still show as Texas?
Yes. Rotation changes the address within the carrier's regional pool, not the carrier, tower or SIM, so services continue to see Houston or Texas. Some databases map an address to another Texas city, and a stale entry can briefly show a neighboring state until it refreshes.
Can I pick a Texas city other than Houston?
No. Houston is the only Texas metro where we have devices. Because carrier geolocation resolves to the state, a Houston line covers Dallas, Austin and San Antonio work for search, ads and marketplaces, and rotation gives you fresh Texas addresses for each batch.
