Does every rotated address still show Illinois?
Yes. Rotation draws from the same regional pool each time, so the state and metro do not change. What changes is the address itself. A small number of geolocation databases lag the carrier and may briefly show a neighboring state for an address; that is a database issue and not something rotation causes.
Can I rotate into a specific Illinois city?
No. The pool is regional and geolocation resolves to the metro or state, so there is no way to target Springfield or Peoria specifically with any mobile proxy. A Chicago line reads as Illinois, which is what a real phone in those cities reads as too, and that is the honest limit.
